Could has other uses aside from being the past tense of can.

1) It is used for actions that can be possibly done now or in the future, for example: We could go watch the show if you want to.

2) It is also used for actions that are unrealistic, such as: I am swamped with work. I could use a holiday.

Could have is used for actions in the past, for example: We could have rented a cabin but decided against it.
