You need to spell out numbers less than 10.  If numbers are more than 10, you can present numerals. However, when you list numbers of a series or range, if one of numbers is 10 or greater, you need to use all numerals. Also, if you present very large numbers, you need to use all numerals.
For example,
three trees
first century
12 trees
21st century
3, 5, and 8 experiments
2nd and 15th samples
1 billion
100 million people
