The ACS style recommends that if the punctuation is part of the quotation, you need to place punctuation before quotation marks.  However, if the punctuation is not a part of the quotation, then you should place punctuation after quotation marks.
For example,
Robert said, "He is from the Ohio."
Robert is from "Ohio".
